DRAFT Guidance for CCF Emergency Fund Grant Making
The following is a set of flexible guidelines to help CCF’s Emergency Fund set priorities and direct CCF resources for emergency grants.
1. Prioritize women and girls. Recognizing that CCF’s organizational mandate is to support women and girls, our emergency funds will have a similar focus, including LGBTQ, prostitutes, and others. Humanitarian best practices have long held that aiding women in emergencies ensures money and goods go directly to families and serves the largest number of people.
2. Prioritize CCF-Nepali relationships. CCF has a well-established network of trusted individuals and organizations in Nepal. We rely on these partners to direct our resources to areas and people who may not otherwise have access to support or where CCF has particular organizational advantage and connections.
3. Prioritize cash over goods. Humanitarian studies have well established the benefit of cash versus in-kind distributions (such as food and materials), including, for example, increased empowerment (especially for women), more efficient use of funds, and support for local markets. Wherever possible, CCF will offer direct cash distributions through our partners.
Note: CCF has provided emergency relief in the past. Given Nepal’s high disaster risk status (e.g. earthquakes, floods), CCF has established an ongoing Emergency Fund to support Nepalis in emergencies. This is primarily demand-driven, based on need, requests, and continual communication with Nepali partners.
